The report highlights barriers to wider use of “home-only” loans—financing for manufactured homes without land ownership. Although the Federal Housing Administration (FHA) and Ginnie Mae aim to expand this market through the FHA Title 1 insurance program, outdated manual underwriting processes and inconsistent lending guidelines continue to discourage lender participation.
By modernizing these processes and updating program rules, access to affordable housing could grow significantly. These improvements would attract more lenders, expand loan availability, and open critical pathways to homeownership for underserved and lower-income communities.

Flagship acquired the 170-lot Derby Hills Pointe in 2015 and transformed it through infrastructure upgrades and community amenities. These include a new clubhouse, solar street lighting, a playground, basketball courts, a dog park, and a resident-run food pantry.
